| 党的十八大以来，习近平总书记立足于新中国成立七十多年来尊重和保障人权的伟大实践，围绕尊重和保障人权发表了一系列重要论述，具有科学性、整体性和实践性的鲜明特质。其重要论述生发于中国尊重和保障人权的伟大实践、创新发展于马克思主义人民观、植根于中华优秀传统文化，并镜鉴于近代中国社会现状、镜察于美西方人权治理失能和伪饰，其形成具有深刻的理论基础和现实依据。重要论述涵盖在政治、经济、社会、文化等权利上全面推进，在群体类型、生命周期上广泛推进，在人的需求层次上有序推进的实践理路，真正意义上激活了人权保障的普遍性、真实性、系统性，为全球人权治理和未来人权事业发展提供了行动指南。在安全守护、合作推进、发展促进中实现人权保障水平的整体提升、持久提升，在尊重各国正当权益、维护人类权益中为人权实现营建健康的、永续的环境，重要论述绘就了未来全球人权治理和人类人权事业发展的路线图，既为中国人权事业的发展指明了奋进方向，也为各国尊重和保障人权、为全球人权治理提供了系统思维、长远眼光与建设方略。 |

| Since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has published a series of important statements on respecting and protecting human rights, which have distinct characteristics of scientificity, integrity, and practicality, based on the great practice of respecting and protecting human rights since the founding of the People's Republic of China for more than 70 years. The important statements originated in the great practice of respecting and protecting human rights in China, innovatively developed in the Marxist concept of the people, rooted in the excellent traditional Chinese culture, and deeply reflected on the current social situation in modern China, as well as on the incompetence and hypocrisy of human rights governance in the West, primarily in the United States. Its formation has a profound theoretical and practical basis. The important statements cover a practical approach that comprehensively promotes political, economic, social and cultural rights, extensively promotes in group types and life cycles, and gradually promotes people's higher needs, which activates the universality, authenticity and systematism of human rights protection in a real sense, and provides an action guide for global human rights governance and the future development of the human rights cause. The overall level of human rights protection has been improved and sustained through security protection, cooperation promotion, and development advancement. A healthy and sustainable environment has been constructed for human rights through respecting for the legitimate rights of all countries and safeguarding human beings' rights. The important statements draw a roadmap for the future development of global human rights governance and human rights cause, which not only points out the direction for the future development of China's human rights cause, but also provides a systematic thinking, long-term vision and construction strategies for all countries to respect and protect human rights and for global human rights governance. |
