| 习近平总书记在关于中国特色社会主义法治理论的阐释中有大量古典法律文献的引用。这些典故的运用，形成了古今交融、内涵丰富、系统科学的习近平法治思想传统法律文化观，是“第二个结合”在法治领域中的新贡献。传统法律文化观形成的古今结合法治理论，由法治强国、以民为本、法治反腐和德法合治四个方面构成。面向法治中国建设的需要，传统法律文化为全面依法治国实践提供了丰厚的文化资源，有机地融入坚持中国特色社会主义法治道路，全面推进科学立法、严格执法、公正司法、全民守法和建设德才兼备的高素质法治工作队伍等各领域。科学传统法律文化观的形成进一步凸显传统法律文化的地位，从理论与实践上确立古今交融的法治思想体系，在文明互鉴中彰显全面依法治国的深厚文化底蕴。 |

| Abstract: |
| General Secretary Xi Jinping has quoted a large number of classical legal documents in his interpretation of the theory of socialist rule of law with Chinese characteristics. The use of these allusions has formed the traditional legal culture view of Xi Jinping Thought on Rule of Law, which is a blend of ancient and modern, rich in connotation, systematic and scientific, and which is a new contribution of the “second combination” in the field of the rule of law. The traditional view of legal culture has formed a theory of the rule of law that combines tradition and modernity, which consists of four aspects: the rule of law to strengthen the country, the people as the foundation, the rule of law to fight against corruption, and the rule of ethics and law. In response to the needs of building rule of law in China, the traditional legal culture provides rich cultural resources for advancing the practice of overall law-based governance. Traditional legal culture has organically integrated into the specific practical areas of adhering to the socialist road of rule of law with Chinese characteristics, adhering to comprehensively promoting scientific legislation, strict law enforcement, fair justice, law-abiding by the whole people, and adhering to building a high-quality legal work team with both moral integrity and talent. The formation of the scientific traditional legal culture view further highlights the status of traditional legal culture, establishes an ideological system of rule of law that integrates ancient and modern theories and practices, and demonstrates the profound cultural heritage of overall law-based governance through mutual learning of civilizations. |
