| 执政话语关涉政治领导力和政治动员力，是深化新时代无产阶级政党研究的重要议题。进入新时代以后，中国共产党在执政话语建构上取得了重大成就，彰显了治国理政的内在旨趣。执政话语是一个整体概念，由主体、客体、条件、介质等要素构成，依据不同标准，执政话语可细分为诸多话语单元，既相互联系又各有指向。在政党性质和话语的权力本质共同作用下，阶级性、社会性、法治性与批判性构成了新时代中国共产党执政话语的四重属性。在百年未有之大变局的背景下，建构新时代执政话语对增强文化软实力，讲好中国故事大有裨益。立足新时代，中国共产党的执政话语实现了刚性与柔性的统一，价值性与工具性的统一，知识性与通俗性的统一，思想性与实践性的统一，继承性与创新性的统一。 |

| Governing discourse is related to political leadership and political mobilization， and is an important topic for deepening the study of proletarian parties in the new era. Since the 18th National Congress of the Communist Party of China， the ruling discourse has been continuously innovated， expressing many words that have never been said before， and enhancing the explanatory power of the CPCs policies. The ruling discourse in the new era focuses on the strategic concept and inner purpose of the Communist Party of China in governing the country. Governing discourse is an overall concept， consisting of subject， object， condition， medium and other elements. According to the different objects of discourse function， it can be divided into discourse units that are related to each other and have their own directions. From a practical point of view， the ruling discourse of the Communist Party of China in the new era has four attributes： class， social， rule of law and competition. These attributes are jointly determined by the nature of the party and the power nature of the discourse. The construction of ruling discourse is of great benefit to enhancing cultural soft power and telling Chinese stories well. The ruling discourse system of the Communist Party of China in the new era presents distinctive features， realizing the unity of rigidity and flexibility， the unity of value and instrumentality， the unity of knowledge and plainness， the unity of ideology and truth， the unity of inheritance and innovation. |
