| 习近平总书记关于促进民营经济发展法治保障重要论述是以习近平同志为核心的党中央在回应新时代中国特色社会主义市场经济对法治提出的新要求中形成的理论成果。以习近平法治思想的核心要义“十一个坚持”为指导，习近平总书记关于促进民营经济发展法治保障重要论述的核心要义和理论创新可以体系化为“三论”：“经济制度的内在要素论”指明了法治保障的政治方向和宪法定位，“法治化营商环境论”指明了法治保障的重点任务和工作布局，“构建亲清新型政商关系论”指明了法治保障的行为底线和法律边界。“三论”有机统一于党和国家坚持依法鼓励、支持和引导民营经济健康发展的重大方针政策，统一于习近平总书记坚持和完善社会主义基本经济制度、坚持全面依法治国重要论述。认真学习、研究、领会习近平总书记关于促进民营经济发展法治保障重要论述，对于大力宣传和全面实施《中华人民共和国民营经济促进法》、不断提高促进民营经济发展法治保障水平具有重大意义。 |

| Xi Jinping’s important exposition on the promotion of the rule of law for the development of the private sector is a theoretical outcome formed in response to the new demands placed on the rule of law by the socialist market economy with Chinese characteristics in the new era. Guided by the “Eleven core principles” of Xi Jinping Thought on the Rule of Law, Xi Jinping's important exposition on the legal safeguards for promoting the development of the private sector can be systematized into three theories： the “theory of the intrinsic elements of the economic system” specifies the political direction and constitutional status of the rule of law, the “theory of the business environment under the rule of law” specifies the key tasks and layout of the rule of law, and the “theory of constructing a new type of government business relationship” specifies the behavioral bottom line and legal boundaries of the rule of law. The three are organically unified in Xi Jinping's important exposition of adhering to and perfecting the basic economic system of socialism and adhering to the rule of law in all aspects. Systematizing Xi Jinpings important exposition on the legal safeguards for promoting the development of the private sector holds theoretical significance for vigorously promoting and fully implementing the “Law of the Peoples Republic of China on Promoting the Development of the Private Sector” and continuously enhancing the level of legal safeguards for promoting the development of the private sector. |
